Yes, the 4-way ceiling diffusers have a removable inner core made of steel.

What size grille box would I require to attach this onto ducting?

You will need to ensure you are choosing the grille box to fit the neck size of the diffuser. You will then have the option to choose the spigot size.

Can you move the blades at all?

No, unfortunately the blades are fixed with 4-way direction.
